1. Age Requirements
Children aged 0 to 17 years old for at least one day during the calendar year are eligible for the CDBS. This means that if a child turns 18 during the year, they remain eligible for the entire year.
2. Medicare Eligibility
Eligibility for the CDBS requires that the child is enrolled in Medicare. Being enrolled allows access to a range of health services, including those covered by the CDBS.
3. Family Tax Benefit A or Equivalent Payments
In addition to age and Medicare requirements, the child or their parent, carer, or guardian must receive certain government payments at least once during the calendar year. Eligible payments include Family Tax Benefit Part A and other relevant Australian Government payments, like:
- Youth Allowance
- ABSTUDY
- Disability Support Pension
- Parenting Payment Special Benefit

How do I Apply for the Child Dental Benefits Schedule?
Eligibility for the Child Dental Benefits Schedule is automatically assessed by Services Australia at the start of each calendar year. If your child qualifies, you’ll receive a notification letter.
You can verify your child’s eligibility for CDBS by logging in to your Medicare online account through myGov, navigating to “History and statements”, and selecting “Child Dental Benefits Schedule”.
How do I Access CDBS Benefits?
Once your child’s eligibility is confirmed, you can access CDBS benefits by:
- Selecting a Dental Provider: Choose a public or private dentist who accepts CDBS. Inform them of your intent to use CDBS when booking.
- Giving Your Consent: During the appointment, you’ll be required to sign a consent form agreeing to the services and fees. Make sure you understand any potential out-of-pocket expenses, especially if the dentist does not bulk bill.
- Claiming Your Benefits: If the dental clinic bulk bills, you won’t need to pay upfront or submit a claim. If not bulk billed, you’ll pay the dentist directly and can claim the benefit from Medicare online, through the Express Plus Medicare app, or in person. After processing, the benefit will be deposited into your bank account.

Dental treatment that’s considered essential for oral health is covered by CDBS. Any dental health care considered to be cosmetic or non-essential is not.

How does the Child Dental Benefits Schedule Work?
The CDBS provides a benefit cap of up to $1,095 over two consecutive calendar years for each eligible child. This cap begins annually on 1 January. The two-year period begins from the calendar year in which the child receives their first eligible dental service.
Unused funds from the first year can be transferred over to the second year if the child is still eligible during the second year. Unused funds after 2 years can’t be transferred into the new 2-year cycle.
